4 Executive Summary Cannabis extracts, with their cannabinoids, flavones and terpenes, are preparing to replace Cannabis flowers as the most important prescription medicine. The first three years after the Cannabis Act came into force in 2017 were characterised by the prescription of Cannabis flow- ers. In 2020, the Cannabis flower submarket stagnated for the first time and extracts were made available more frequently. In 2021, we see more than 30 different Cannabis extracts from more than 14 different suppliers in the LAUER-tax already in the first quarter. Over the year, availability will increase to perhaps more than 50 different extracts. Cannabis extracts are characterised on the one hand by the relation of the two main cannabinoids (THC and CBD) and on the other hand by their terpene spectrum.
