3 The benefit of a product determines its price. (For which the customer is ultimately willing to pay). In the case of pharmaceuticals and increasingly also in the case of medical devices, the question of product benefit is increasingly being asked and valid statements must be made about the additional benefit of the product compared to the usual therapy. The presentation of benefits and additional benefits is based on the one hand on facts, i.e. the directly presentable product performance in the case of medical devices (with the intro- duction of the MDR also clinical studies), and on the other hand predominantly on the re- sults from clinical studies (medicinal products). This is because the direct product perfor- mance can only be experienced by the patient who has fallen ill. The treating physician, on the other hand, can only indirectly observe the effectiveness. The actual product performance is therefore difficult for payers or other stakeholders to grasp, because they do not suffer from the disease for which the product was developed. However, good product features must also be communicated effectively and convincingly as such. And they must be communicated in such a way that they are perceived both by the physicians who prescribe them, and thus by the actual service providers, as well as by all other stakeholders who are involved in care and reimbursement decisions. The best tool for this is an interactive value dossier. Aim and purpose of the Value Dossier EbM - based A Value Dossier EbM - based is created primarily for the purpose of transferring the product per- formance, i.e. the benefit, as convincingly as possible to the various target groups. It is the effective key for successful discussions and negotiations with healthcare providers, payers and other involved stakeholders. The Value Dossier EbM - based is recommended for all new products and for products with a chan- ged indication spectrum. In contrast to the Global Value Dossier, it is primarily used for ex- ternal communication. The Value Dossier EbM - based is a national document. It is used internally for training and information purposes. Externally, it is used as a complete database for presentation to payers, service providers and various stakeholders relevant to the reim- bursement process.
